His Majesty’s Revenue and Customs (HMRC) is due to reappoint a consortium of Unlimited and Pablo to oversee its creative account following a competitive pitch process.
According to Campaign, the HMRC’s statutory review included a selection of agencies on the government roster, which currently includes Accenture Song, FCB London, Havas and M+C Saatchi.
Unlimited and Pablo act as a consortium for the purposes of the government roster. Supported by MediaSense, the pitch process was run through the Crown Commercial Service.

The Unlimited/Pablo consortium first secured the government department’s account in 2022 on an initial two-year contract, which was extended by a further year.
TMW is the agency within the Unlimited network tasked with producing work for the HMRC’s creative account, working with Pablo on all strategic and creative brand work for the department, alongside key campaigns relating to self-assessment and tax credits.
The consortium most recently created the ‘You’re on it’ campaign in November last year, which was focused on encouraging taxpayers to use the HMRC’s online tools.
